People C. Maheswaran, a traffic policeman, has made two short films — Pinju Manasiley and Ippadikku Police
He played Adhiyaman, the noble king from the Sangam era. His classmate Malar was Avvaiyar. And the drama unfolded at Vellalakundam Panchayat Union School in Salem District. “I was in class V,” remembers C. Maheswaran, who is a traffic policeman at B4 Police Station. “It was my class teacher who pushed me to perform as Adhiyaman, who offers the nellikai, supposed to be an elixir, to Avvaiyar.”
And thus began his exciting journey into the world of stories. Maheswaran has compiled 18 of his short stories in a book titled Pugantha Veetai Purinthukol Magaley. He is also a short-film maker. His first short film Pinju Manasiley was released recently by V. Ponraj (scientific advisor to former president A.P.J. Abdul Kalam).
“In the age of nuclear families, youngsters abandon their parents. The 23-minutePinju Manasiley instils a sense of responsibility and love in children. The thought is inspired by Abdul Kalam’s vision. He says ‘plant saplings, nurture them, and they provide the shade for the future’. It holds true for children too,” says Maheswaran. He moved to Coimbatore in 1994 after he was selected for the Tamil Nadu Special Police and has made the city his home ever since.
Maheswaran’s second short film that is underway is titled Ippadikku Police.Sponsored by Kalvi Siragugal Foundation in Ramanathapuram, the film tackles the hazards of drunken driving. It shows how the dream of a family shatters when it loses the breadwinner to drunken driving.
STAYING UNITED

Rewinding to his school days in Vellalakundam, he says: “My teacher ignited our minds with short stories. Through the stories of ants, pigeons, lions and cows, she taught us about good deeds, gratitude and unity.”
Later, when he moved to Government High School in Mettupatti for his Higher Secondary, he enrolled as a member of Nehru Yuva Kendra (NYK). And, it marked a new beginning in public welfare space and social service activities. “During one of the NYK meetings, it was decided that 50 toilets would be built in every village through a village sanitation programme. I felt so ashamed that my village didn’t even have proper names for the streets. Everything was referred assanthu and ponthu,” he smiles. So he sketched the map of Vellalakundam, approached the village officer with 50 street names — Akbar (for the Muslim locality), Kambar (potters area), Kamarajar (Nadar population), Ambedkar, Kalaignar, and Arignar Anna. “Even today the names continue,” he says with pride. Another milestone in Maheswaran’s life was a cycle rally from Salem to Delhi in 1991 was a milestone. Prime Minister Narasimha Rao had called for the rally which concluded with a youth conference in Delhi represented by 1000 youth from across states. “Even today, it seems like a dream that I participated along with three others from Salem. My parents gave me permission only after I told them that I could get a job with that certificate! We packed medicines, clothes, and cycle repair items and cycled 120 to 130 kms a day. I got the certificate from Mamta Banerjee.”
Every day was new experience at the cycling rally. “We learnt so many languages and different cultures. We spent time at the Taj Mahal, the Jhansi Rani Fort in Gwalior and others during the journey. Once, when we landed up at a police station in naxal territory in Andhra Pradesh, the police rounded us up. They mistook us for naxals! One of the members in the team knew Hindi, and after they learnt about our mission, they saw us off with respect.” All these experiences find their way into his short stories. “I just share whatever I have learnt from society.”
Maheswaran plans to distribute the Pinju Manasiley CDs free in schools. “Every teacher should tell the students to love their grandparents. It will stay in their minds forever. Even if 10 out of every 100 students care for the old, it will make a difference,” he smiles.

Speaking at IATA’s 68th Annual Conference in China on 11-12 June 2012, the head of the country’s aviation watchdog has said, as part of ambitious expansion plans in the industry despite an economic slowdown, that China will build 70 new airports within the next three years.

Eric LI stated that the General Administration of Civil Aviation of China has achieved an average annual growth rate of 17.6 percent. In 2011, China’s civil aviation transportation turnover reached 573 billion ton-km, passenger transport volume of 293 million passengers, with 5.575 million tons of cargo and mail. Beijing Capital International Airport passenger throughput was 78.68 million passengers, ranking second in the world, and Pudong International Airport cargo and mail throughput was 1.158 million tons, ranking third in the world. China supported 47 passenger and cargo airlines, 180 transportation airports, 123 general aviation enterprises, and a fleet size of 2888 (including 1764 transport aircraft and 1124 general aviation aircraft). China is now the world’s second largest air transport system, and the world’s fastest growing aviation market.

Eric LI also said that in the next few years, China will build 70 new airports, and expand 100 existing airports. By the end of 2015, the number of transport airports will reach more than 230, passenger transport volume will reach 450 million people, and the fleet will reach around 4700 (2700 transport aircraft, 2000 general aviation aircraft).

அதென்ன சகத் தொடர்பு?… அதுல சாதுர்யம் வேற!… புரியவில்லையே!

ஒரு பெரிய எழுத்தாளர். நாடு முழுவதும் அவருடைய எழுத்துக்கு லட்சக்கணக்கில் வாசகர்கள். அவரது படைப்புக்களைப் பிரசுரிக்க பத்திரிக்கைகள் நான்…நீ…என்று போட்டி போட, பேரும் புகழும் அவரை இமயத்தின் உச்சியில் அமர வைத்திருக்கும் நிலையில், அந்த எழுத்தாளர் தன் சக மனிதர்களுடன்… அண்டை அயலாருடன்…. உறவுக்காரர்களுடன் கொண்டுள்ள அணுகுமுறைஒரு நாகரிகமானதாகவோ…நேய மனப்பான்மையுடனோ… சாந்த முறையிலோ இல்லாது போனதென்றால் அவர் என்னதான் பேரும் புகழும் பெற்றிருந்தும் என்ன பிரயோஜனம்?. அறிவுக்கூர்மை, தெளிவான எண்ணம், தீர்க்கமான செயல்பாடு, ஆக்கமான நோக்கம் எல்லாமும் இருந்தாலும் பிறருடன் தொடர்பு கொள்ளும் கலையில் தேர்ச்சியில்லையென்றால் எதுவுமே அர்த்தமில்லாது போய்விடுமே!. சகத்தொடர்பில் சாதுர்யம் இல்லாது போகும் பட்சத்தில் ஒருவன் எத்துனை ஆற்றலுடையவனாய் இருந்தாலும், எத்துனை அறிவுடையவனாய் இருந்தாலும் பலன் பூஜ்யமே!

இன்றைய சமுதாயத்தில் தனிமனிதப் பிரயத்தனம் மட்டுமே ஒரு மனிதனை முன்னேற்றி விடாது. சக மனிதனுடன் அனுசரித்துப் போகும் சாமர்தியமும் வேண்டும். அதைச் சாதுர்யத்துடன் செயல்படுத்தும் திறனும் வேண்டும். அதாவது பிறருடைய மனோபாவத்தையும், மன இயல்பையும், தெளிவாகப் புரிந்து கொண்டு அதை நேர்மறையாக… அனுசரணையுடன் கையாண்டு அதன் மூலம் வெற்றி கொள்வது அல்லது பெற்றவெற்றியைத் தக்க வைத்துக் கொள்வதுதான் சகத் தொடர்பு சாதுர்யம்.

சாமர்த்தியம் (Talent) என்பது ஒருவித சக்தி ஆனால் சாதுர்யம் (Tact) என்பது ஒருவித திறமை. சாமர்த்தியசாலி மரியாதைக்குரியவனாகிறான். அதே நேரம் சாதுர்யம் உள்ளவன் மதிப்பைப் பெறுகிறான் சாமர்த்தியம் பொக்கிஷம். சாதுர்யம் கையில் உள்ள காசு (Ready Money). என்ன செய்யவேண்டும் என்பது சாமர்த்தியத்திற்குத் தெரியும். அதை எப்படி செய்ய வேண்டும் என்பது சாதுர்யத்திற்குத்தான் தெரியும். அதனால்தான் சகத்தொடர்புக் கலையில் சாமர்த்தியமாய் இருப்பதைக் காட்டிலும் சாதுர்யமாய் இருப்பதே சரியான முறையாகும்.

பணியிடத்தில் சகத் தொடர்பு

ஒருவன் வேறொருவரின் கீழ் வேலை செய்யும் போதும் சரி…. அல்லது வேறொருவரை வேலை வாங்கும் போதும் சரி.. இந்த சகத் தொடர்புக்கலைதான் முக்கிய இடம் வகிக்கின்றது.

நண்பரொருவர் மிகவும் மனம் நொந்து சொன்னார். “என்னன்னே தெரியலை ..என் கடைல எந்தப் பையனும் மூனு மாசத்துக்கு மேல வேலை செய்ய மாட்டேங்கறானுக!… இதுவரைக்கும் பத்துப் பேருக்கு மேல வந்து போயிட்டானுக..! இதே பக்கத்துக் கடைல எனக்குத் தெரிஞ்சு ஒரே பையன் ரெண்டு வருஷமா வேலை பார்த்துட்டு இருக்கான்!”

தொடர்ந்து அவருடன் உரையாடியதில் ஒரு விஷயம் தெளிவாகப் புரிந்தது. நண்பர் சகத்தொடர்புக் கலையில் படு வீக்! என்பது.

தன்னிடம் சம்பளம் வாங்குபவன்தானே?.. தனக்குக் கீழ் வேலை செய்பவன்தானே?… அவன் மேல் ஆதிக்கம் செலுத்த தனக்கு அதிகாரம் இருக்கிறதே!…என்றெல்லாம் எண்ணிக் கொண்டு அவனை விரட்டுவதும்… மிரட்டுவதுமாய் இருந்திருக்கின்றார் நண்பர். அதட்டி…மிரட்டி வேலை வாங்குவதைக் காட்டிலும் கனிவான பேச்சால்… அன்பான அணுகுமுறையால்…எளிதாக வேலை வாங்கலாம் என்பது நண்பரின் புத்திக்கு ஏனோ எட்டாமல் போய்விட்டது. “கடையில் வேலை பார்க்கும் ஊழியர்களிடம் எப்போதும் அளவாகவே வைத்துக்கொள்… இடம் கொடுத்தால் தலையில் ஏறிக் கொள்வார்கள்…ஜாக்கிரதை!” என்று யாரோ சொல்லிக் கொடுத்த தவறான அறிவுரையை நண்பர் கேட்டு அதன்படி நடந்திருக்கின்றார். பக்கத்துக் கடை உரிமையாளரோ தன் பணியாளரிடம் கண்ணியமான… வழிகாட்டும் முறையிலான ஒரு அணுகுமுறையைக் கடைப்பிடித்துள்ளார். அதனாலேயே அந்தப் பணியாள் அங்கு நிரந்தரமாயத் தங்கிவிட்டார்.

பொதுவாகவே ஊழியர்களை வாங்கி…பயன்படுத்தி…பின் நிராகரிக்கும் பண்டமாக கருதுதல் கூடாது. மாறாக, அவர்களைப் பாதுகாத்து…பேணி வளர்க்க வேண்டிய ஒரு ஆஸ்தியாகவே கருத வேண்டும். மனிதவள மேம்பாடு என்பதே அதுதானே?

சகத்தொடர்புக் கலையில் திறமையற்றமுதன்மையாளர் நிர்வகிக்கும் நிறுவனத்தில் பொதுவாக ஊழியர்கள் தயக்க உணர்வும் அவநம்பிக்கையுமே கொண்டிருப்பர். நம்பிக்கையற்றஒரு சூழ்நிலையில் பணிபுரியும் ஒரு மனிதனின் செயல்பாடும் உள்ளப்பாங்கும் எப்படியிருக்கும்?… நிறுவனத்தின் ஒழுங்கின்மையே ஓங்கி நிற்கும்.

மனம் விட்டுப் பாரட்டிப் பழகுங்க சார்…

இயற்கையாகவே பணியிடத்தில் உற்பத்தி முன்னேற்றம்… இலக்கு… விற்பனைக் குறியீட்டில் ஏற்றம் போன்றவற்றில்தான் கவனமிருக்கும். அதை நோக்கியே அனைவரின் ஓட்டமும் இருக்கும். அந்த ஒரு நிலைப்பாட்டில் மேலாளர் ஆனவர் தன் சகத்தொடர்புக் கலையை சாதுர்யமாகப் பயன்படுத்தினால்தான் எட்ட வேண்டிய இலக்கை எளிதாகப் பிடிக்க முடியும். அவர் எப்படிப் பேசினால் காரியம் நிகழுமோ அப்படி பேசி சாதித்துக் கொள்ளும் திறமையை வளர்த்துக் கொள்ள வேண்டும். அதற்காக வேலையில்லாத முகஸ்துதி… காக்காய் பிடித்தல் போன்றவற்றில் ஈடுப்பட்டால் அது அநாகரீகம். உண்மையைச் சொன்னால் அதெல்லாம் நீண்ட நாளைக்கு உதவாத சரக்குகள். இடம் பார்த்து இரண்டொரு பாராட்டு வார்த்தைகளைப் போடும் போது அதற்கான பலன் நிச்சயம் கிட்டும். மேலும், கீழ்நிலைப் பணியாளர்கள் தங்களின் உயர் அதிகாரிகளின் அங்கீகாரம்…பாராட்டு போன்றவற்றிற்கு ஆசைப்படுவார்கள். அதனால் மற்றவர்களிடமிருக்கும் நல்ல அம்சங்களைக் கவனித்து… அவற்றைநாசூக்காகப் பாராட்ட வேண்டும். அதற்காக இல்லாதவற்றைஇருப்பதாக கூறி பாராட்டுப் பெறுபவரே நம்மைப் பழிக்கும் நிலைக்கு ஆளாகிவிடக் கூடாது.

மேலே சொன்ன நண்பரிடம் இது போன்றபாராட்டும் குணம் இல்லாததும் அவர் கடையில் பணியாளர்கள் நீண்ட நாள் தங்காமல் போனதற்கு ஒரு காரணம் எனலாம்.

“நம்ம அனுபவமென்ன…. வயசென்ன… இந்த பையன் என்னத்தப் புதுசா சொல்லிடப் போறான்?” என்று நினைத்துக் கொண்டு கீழ் நிலை பணியாளர்கள் தங்கள் கருத்துக்களை வெளியிடவே சந்தர்ப்பம் தராதிருப்பது மாபெரும் தவறாகும்.

எமர்ஸன் சொல்லுவார். “நான் சந்திக்கின்றஒவ்வொருவரையும் என்னைவிட உயர்ந்தவராகவே நினைக்கின்றேன்!…அந்த நினைப்பு அவரைப் பற்றி நான் அறிந்து கொள்ள உதவுகின்றது”

வேலை வாங்கும் மனிதத் தொடர்பில் இரண்டு முறையுண்டு. ஒன்று, தண்டிப்பது…. அடுத்தது… இணக்கமாகப் பேசி வேலை வாங்குவது, உண்மையைச் சொல்ல வேண்டுமென்றால் கண்டிக்கும் சமயத்தில் கண்டிப்பதும், இணக்கமாகப் பேசும் நேரத்தில் அவ்வாறு பேசுவதும்தான் சரியான முறையாகும். மனிதநேயம் இருக்கவும் வேண்டும்… அதைக் காண்பிக்க வேண்டிய தருணத்தில் காண்பிக்கவும் வேண்டும்.

நம்மைச் சுற்றியுள்ள மனிதர்கள் எல்லோருமே நம்மாளுங்கதான். அவர்கள் பல வகை அவர்களை நாம் முதலில் புரிந்து கொள்ள முயல வேண்டும். எடுத்த எடுப்பிலேயே அவர்களை விமர்ச்சித்துவிட்டு, ‘திருத்துகிறேன் பேர்வழி’ என்று முயற்சியில் ஈடுபட்டால் அது எதிர்மறையாகப் போய்விடும். யோசித்துப் பாருங்கள், தங்களை மற்றவர்கள் குறைசொல்வதையோ…விமர்ச்சிப்பதையோ யாரவது விரும்புவார்களா?. நாலு பேர் மத்தியில் பிறரை நாம் விமர்ச்சிக்க முற்பட்டால் அதை அவர்களால் சகித்துக் கொள்ள முடியாது. அது அவர்களுக்கு கோபத்தையேதான் கொடுக்கும். அதனால்… நாம் சொல்ல நினைப்பதை, சொல்ல விரும்புவதை, மறைமுகமாக…குறிப்பாக… சாதுர்யமாகத் தெரிவித்தால் நம்முடைய சக மனிதத் தொடர்பானது வெற்றிகரமானதாக இருக்கும், இல்லையேல்… வெற்றுக்கரமாகத்தான் இருக்கும்.

வீட்டுக்குள்ளிருந்து வெளிப்படுகிறமனிதன் பட்டை தீட்டப்படாத வைரம். அடுத்தவருடன் சாதுர்யத்துடன் பழகி அனுபவம் பெறுகின்றபோதுதான் அந்த வைரம் பட்டை தீட்டப்பட்டு ஒளி வீசுகின்றது.

A successful business man was growing old and knew it was time to choose a successor to take over the business.

Instead of choosing one of his Directors or his children, he decided to do something different. He called all the young executives in his company together.
He said, ‘It is time for me to step down and choose the next CEO. I have decided to choose one of you.‘ The young executives were shocked, but the boss continued.
‘I am going to give each one of you a SEED today – one very special SEED. I want you to plant the seed, water it, and come back here one year from today with what you have grown from the seed I have given you.

I will then judge the plants that you bring, and the one I choose will be the next CEO.’
One man, named Jim, was there that day and he, like the others, received a seed. He went home and excitedly, told his wife the story. She helped him get a pot, soil and compost and he planted the seed.

Everyday, he would water it and watch to see if it had grown. After about three weeks, some of the other executives began to talk about their seeds and the plants that were beginning to grow.
Jim kept checking his seed, but nothing ever grew. Three weeks, four weeks, five weeks went by, still nothing.
By now, others were talking about their plants, but Jim didn’t have a plant and he felt like a failure.

Six months went by — still nothing in Jim’s pot. He just knew he had killed his seed. Everyone else had trees and tall plants, but he had nothing. Jim didn’t say anything to his colleagues, however. He just kept watering and fertilizing the soil – He so wanted the seed to grow.

A year finally went by and all the young executives of the company brought their plants to the CEO for inspection. Jim told his wife that he wasn’t going to take an empty pot. But she asked him to be honest about what happened. Jim felt sick to his stomach, it was going to be the most embarrassing moment of his life, but he knew his wife was right. He took his empty pot to the board room.

When Jim arrived, he was amazed at the variety of plants grown by the other executives. They were beautiful — in all shapes and sizes. Jim put his empty pot on the floor and many of his colleagues laughed, a few felt sorry for him! When the CEO arrived, he surveyed the room and greeted his young executives.
Jim just tried to hide in the back.

‘My, what great plants, trees, and flowers you have grown,’ said the CEO. ‘Today one of you will be appointed the next CEO!’
All of a sudden, the CEO spotted Jim at the back of the room with his empty pot. He ordered the Financial Director to bring him to the front. Jim was terrified.
He thought, ‘The CEO knows I’m a failure! Maybe he will have me fired!’
When Jim got to the front, the CEO asked him what had happened to his seed – Jim told him the story.

The CEO asked everyone to sit down except Jim. He looked at Jim, and then announced to the young executives, ‘Behold your next Chief Executive Officer!
His name is Jim!’ Jim couldn’t believe it. Jim couldn’t even grow his seed.
‘How could he be the new CEO?’ the others said.
Then the CEO said, ‘One year ago today, I gave everyone in this room a seed. I told you to take the seed, plant it, water it, and bring it back to me today. But I gave you all boiled seeds; they were dead – it was not possible for them to grow.

All of you, except Jim, have brought me trees and plants and flowers. When you found that the seed would not grow, you substituted another seed for the one I gave you. Jim was the only one with the courage and honesty to bring me a pot with my seed in it.
Therefore, he is the one who will be the new Chief Executive Officer!’

As the world’s population increases at a more-than-healthy rate and the cost of travel decreases, the number of people looking to travel by air is understandably on the rise. With this growing demand comes the need for more airports as existing ones struggle to cope with the millions of passengers passing through on a daily basis.
So what happens when there’s no suitable land to build a new major airport or locals protest the new construction without hesitation due to noise pollution or other environmental implications?
If you travel to Japan in the near future you may witness a solution to these problems, in the form of island airports. At present there are four such constructions in Japan (there are also examples in Hong Kong and Macau), each built on its own artificial island offshore and each backed by the community it serves. The first of these incredible engineering wonders to be built, and the first of its kind in the world, was Kansai International Airport in Osaka Bay. Just to build the 4-kilometre long island called for 21 million cubic metres of landfill plus the assistance of 80 ships, then there was the small matter of connecting the airport to the mainland by way of a 3-kilometre bridge. In total the project has so far cost around $20 billion but has already saved some expense by surviving both an earthquake and a typhoon in the last 15 years, in addition to being open 24 hours a day due to its location.

SUPREME COURT SLAMS STATES FOR ILLEGAL STRUCTURES…SUGGESTS SUITABLE LAW FOR AUTOMATIC DEMOLITION OF ILLEGAL CONSTRUCTION!!!

new delhi: perturbed at the rampant illegal construction activities in the picturesque doon valley and elsewhere in connivance with municipal bodies, the supreme court has issued notice to the union government to consider enacting a law enabling ”automatic” demolition of such unauthorised structures. in a major order, which the experts said was aimed at curbing large scale illegal construction despite a ban on it for protecting environment, a bench comprising justice b n kirpal, justice k g balakrishnan and justice arijit pasayat said, ”it is only if such a law is passed, which some wrong-doers may consider as draconian, that perhaps the malaise may be contained.” while hearing a public interest petition filed in 1995 by the supreme court monitoring committee alleging widespread illegal felling of trees in and around mussoorie, the bench castigated the authorities saying: ”the experience has been that despite notices which are issued for demolition, wherever excess construction or illegal construction has taken place, no demolition in effect is carried out and the wrong-doers continue to take benefit of their wrongful action by occupying and utilising the excess”. the bench considered the fact-finding report of a district judge and said: ”we can also take judicial notice of the fact that the municipal authorities all over the country are unwilling or unable or incapable of stopping illegal construction and or demolishing the same”. it was because of the authorities’ inertia that ”no effective action is taken in this regard, the number of violations of the building plans and the building bye-laws and encroachments are increasing in the country”. the bench also said that the wrong-doers were being emboldened by the fact ”that the law will not catch up with them”…..

குடும்ப வாழ்க்கை மிக உயர்ந்தது ..கிர்ஹஸ்த தர்மம் என்று சாஸ்தரங்கள் அதை சிறப்பாக சொல்கின்றன .சரி : குடும்பம்னா என்ன ? அதுலே யார் யாரெல்லாம் அடக்கம் ? அப்பா , அம்மா , சகோதர சகோதரிகள் , மனைவி , குழந்தைகள் , நண்பர்கள், எல்லோரும் அதில் சேர்ந்தவர்கள்தான் …அப்படி அனைவரையும் அரவணைச்சு போறதுதான் உயர்வான தர்மம் !!! உலக இயக்கத்துக்கே இதுதான் அடிப்படை ….இது பொதுவான குடும்பத்துக்கு !!!!!!

அதே சமயம் , கல்யாணம் ஆகவில்லை என்றாலும் , ஒரு ஒரு தனி மனிதனும் கூட ஒரு குடும்பம்தான் !!!!!!!!!!!!!!!..அந்த குடும்பத்திலும் அம்மா , அப்பா, அண்ணன், குழந்தை , நண்பன் ,மனைவிஎல்லாம் உண்டு.!!!!!!!!!!!!! அதை புரிந்துகொண்டால் இந்த குடும்ப வாழ்க்கையை சந்தோஷமா அனுபவிக்கலாம் …

Subhash Chandra Agrawal doesn’t drink tea, eat onions, watch movies, listen to music, or want to raise children in this corrupt and polluted world.

A cloth merchant from Chandni Chowk, Mr. Agrawal (62) follows the news and files Right to Information (RTI) requests: on the selection criteria for national awards, the assets of judges, the prevalence of bigamy among Members of Parliament and, most recently, on toilet renovation in the Planning Commission.

The Commission’s reply — Rs. 35 lakh for two toilets, with Rs. 5 lakh spent on the restricted access door — reveals as much about the corridors of power as about the RTI applicant.

Mr. Agrawal, and his oft repeated phrase, sab approach se hi hota hai [Nothing happens without approaching the right people], embody the indignation of a middle class frustrated with the inefficiencies of governance, and outraged by its exclusion from decision-making.

“The right to information should become the right to action,” he says, explaining how he goads the government into acting. “I first file a complaint on the public grievances website. I then file an RTI [application] to follow up on my grievance.” Grievances and Mr. Agrawal, he says, are on intimate terms.

In 1971, he eavesdropped outside the office of the Dean of Admissions at the Faculty of Management Studies, New Delhi, as his paternal uncle torpedoed his chances of an MBA. “ Sab approach se hota hai , so I asked my uncle — who knew the Dean — to get me admission,” he said. “Jealous of my success, my uncle told the Dean not to select me. So begins the story of my bitter life.”

Mr. Agrawal says his uncle, who couldn’t be reached for comment, destroyed his life. “He was a dictator. He forced me to join the family business, crushed my dreams of becoming an IAS officer. I resolved never to have children.” Defeated but unbowed, he entered public service by writing letters to the editor.

His first letter, published in Dainik Hindustan in 1967, was about a bus conductor who pocketed his money without issuing a ticket. Officials of the Delhi Transport Corporation apologised. Emboldened, Mr. Agrawal wrote another letter, then another, then another till 3,699 of his letters were published, a feat that won him a place in the Guinness World Records in 2006.

“I sat in my shop and composed letters during lean hours,” he says. “I bought the Indian Newspaper Society’s address book and printed stickers with the newspaper names and addresses.” Each week, he typed out letters, stuck the addresses on envelopes and mailed them. When a letter was published, he made clippings and dispatched them to the authorities concerned.

Mr. Agrawal wrote to the Railway Ministry about the timings of the Taj Express. “I bought the ‘Trains At a Glance’ manual and studied it carefully.” The Reserve Bank of India received a letter about the irregular progression of coin diameters. “I measured each coin and found a huge disparity between 25p and 50p, but not between 50p and Re 1.” He argued with Hindustan Lever Ltd. over the legality of the 75-gram soap pack; with Ranbaxy over the price of Calmpose; and with Doordarshan over the frequency of Rajni, a popular serial.

“I study everything, I follow everything,” he says. “Airmail tariffs are irrational — it is cheaper to send separate packages instead of one combined package.” Mr. Agrawal bombarded the Postal Department with letters until it said the tariffs were set by the Universal Postal Union in Bern, Switzerland. “I wrote to the Union in Bern. They said the Postal Department was lying…” He wrote back to the Postal Department.

When the RTI Act came into being in 2005, he turned his talent for tenacious correspondence into a foghorn for public accountability. His first RTI plea was part of a property dispute with his “dictatorial” uncle who, he claims, was usurping their ancestral home.

“My uncle was influential and his son-in-law was a Supreme Court judge. The judge hearing our case in another court had hosted a wedding party for my uncle’s grandchild.” Mr. Agrawal filed a request for information and submitted the wedding card as supporting evidence. The request was never granted; but his uncle, for the first time, was ready to compromise. “I owe my house to the RTI Act,” he says, looking up at the pink-walled courtyard of his abode.

Mr. Agrawal has since become a full-time RTI activist. “I read six newspapers a day, the television is always showing the news. I also… get insiders who tip me off about corruption in their own departments, journalists make suggestions,” he explains. “I have no other interests — I don’t watch cricket, but I want to bring the BCCI under the RTI Act’s purview.”

His sole indulgence is a ghazal by Jagjit Singh. “I used to listen to Yeh kagaz ki kishti, yeh barish ka paani on loop. I recorded it end-to-end on both sides of tape.” The song is an elegy for an innocent world of paper boats, butterflies, sunshine and rain. A world where trains run on time, bus conductors never pocket change and the 25-paise coins are of the right size.
