NATIONAL INTEREST….SELECTION FOR THE HIGHEST OFFICE….

SOURCE: Shekar Gupta column in NEW Indian Express on the selection of the President …

How the Candidates for Highest Position in our Nation are shortlisted and selected…..you all might have read. Still this input from MR.Shekar Gupta on the relevant subject is thought provoking .. Hence the article is reproduced for the benefit of those who missed this article in News paper mode…

Natarajan

Four interesting notions have lately emerged in the public discourse on the forthcoming presidential election. First, that the current jockeying and dealmaking is unprecedented and is more evidence of our politics having sunk to its nadir. Second, that given the stature and dignity of the office, it should not go to a full-time politician. Third, that the election to Rashtrapati Bhavan should not be “politicised”, meaning that it should be consensual, if not unanimous. And fourth, since the president’s office is largely ceremonial, even ornamental, it is best to instal there a non-controversial (read apolitical) face all of India would love. All four need to be challenged.
The first notion comes from the simple presumption that the political history of this country began with the advent of 24-hour news TV. The fact is, Rashtrapati was always a deeply coveted political office and you had to campaign, canvass and jockey for it — within the larger political playground when numbers were divided, or within your own party, in days of clear majorities. The presidential election of 1969, for example, marked the greatest turning point in India’s political history so far, as Indira Gandhi put up V.V. Giri against her own party establishment’s Neelam Sanjiva Reddy, sought a conscience vote and won. Of course, her opponents got even in 1977 by getting Reddy elected when Mrs Gandhi had lost power post-Emergency. So, the office of the president has been a greatly coveted and contentious political office whenever the numbers have made a contest possible. That is why the political drama unfolding right now is entirely expected, and healthy, given the arithmetic, algebra and geometry of the electoral college today. It is normal politics.
The office of the president is nothing but a political one. Anybody who has passed Class X anywhere in India has read about the role and powers of the president of India. So those who now compare that office with the British monarch’s have forgotten what they read in their school textbooks. The founding fathers created a flexible and dynamic constitutional framework for the presidency. It can often be ceremonial, but equally, active in a role that can range from advisory to interventionist. The president can intervene in — at least raise the flag, question and delay — key appointments (including those of Supreme Court judges) and laws she may consider harmful. In a fractious polity, a good president who commands stature and respect will bring about wisdom and stability. A.P.J. Abdul Kalam did this in his last term. Similarly, even in a situation where a brute majority is ruling the country, a powerful personality in the Rashtrapati Bhavan will protect us from majoritarian excesses. Just because a Fakhruddin Ali Ahmed did not do so during the Emergency does not mean that we continue to treat all political figures as usual suspects.
In fact, the framers of the Constitution showed remarkable prescience when they defined the president’s role and powers. The president may usually have no powers other than cutting ribbons or pinning medals on people’s chests. But she is to also provide a constitutional, moral and even political centre of gravity in times of crisis — and divisive politics. She also has to plug the breaches and fill the vacuum in political authority that can sometimes arise in such a divided polity.
That should answer those who think, mistakenly, that this is a ceremonial office for a pretty face in “these times of popular disgust for dirty politics and cynicism”. It is, in fact, for this precise reason that we need a deeply political figure — but, of course, one that draws respect from the widest sections of our politics and society — in the Rashtrapati Bhavan.
The basic question is — do you want a nobody or a giant in the Rashtrapati Bhavan? There may have been junctures in our political history when the job could have been dismissed as a mere sinecure. But this isn’t one of those times. Indian politics and the rule of the Constitution face many crises. Who knows how many general elections we may have to face in the next five years: one, for sure, but maybe two, even three? We need political experience, stature, respect and calm in the Rashtrapati Bhavan. This is what will make the 13th Rashtrapati’s five years so different. This should then answer the three remaining apolitical notions.
Am I, therefore, suggesting that there will be only one candidate worthy of that office in this race? Far from it, and definitely not yet. We should celebrate, first of all, the fact that the office was so severely contested. The presidency is not a Padma award or a Rajya Sabha nomination. Nor should it be trivialised and demeaned like the office of the governor (Rajyapal). It should be contested.
As a candidate, Pranab Mukherjee brings a CV worthy of the job. Four successful, eventful decades in public life give him experience unmatched by any other. He has checked every box for a long marcher in Indian politics, except the home ministry and, of course, a stint in jail as somebody’s political prisoner. He has another privilege unmatched by any of his peers: he can shout at anybody and they will listen like delinquent schoolkids. But he will also be conscious that he has been doing that rather too often lately. He should make a pretty good president.
And if Kalam contests, he will have real competition. Kalam was not a politician, but learnt quickly. He made a great president at a difficult time, defying the government, Parliament and even the judiciary to block bad policies, laws and appointments, and applying the healing, calming touch after the awful events of 2002 in Gujarat. Frankly, if I speak entirely as a journalist, I do wish that Kalam decides to contest. That seems purely academic now but, honestly, it would have been some contest to cover.
Postscript: I wrote two National Interest articles more critical of Kalam than any you have seen anywhere (‘Kalam’s Banana Republic’, IE, April 28, 2001, and ‘The Rashtrapati Reward’, IE, June 22, 2002). The second was published when he had been named candidate for president. That Saturday morning I got a call from Brajesh Mishra, then NSA.
“Arrey bhai kya likhte rehte hain aap, Kalam sahib pareshan hain,” he said and asked if I’d go and have coffee with Kalam on Monday at 11 am in his Vigyan Bhavan office.
I walked in dutifully, a little bit apprehensive, rehearsing my usual defence. Kalam greeted me most warmly. Inquired after my wife’s health. They were both regular evening walkers in South Delhi’s Siri Fort Sports Complex. Then he gave me coffee and asked if I had read his India 2020: A Vision for the
The clamour for an ‘apolitical consensus’ betrays ignorance — and needs to be challenged
New Millennium. He gave me a copy and fondly signed it. I was still waiting to hear his complaints. But he instead asked if I would be inclined to know more about his vision, even participate in his project. “I need brilliant, patriotic minds like you,” he said. I made some embarrassed thanks-you-are-so-kind-but-how-can-I type of noises. He refilled my coffee and said more nice things about me, my writing and my views. Then he topped it with: “Shekharji, I have never found anything on which I disagree with you.”
Now this is not the script I had come rehearsed for. But I was now figuring the man had a politician’s tact, thick skin and magnanimity. He would make a pretty solid politician, I said to myself. I was never wrong on that one.

A POLICEMAN WITH A DIFFERENT CAP!!!!!

SOURCE:THE HINDU….METROPLUS…

An inspiring story of a Police constable at COIMBATORE who has taken up social causes as his MISSION with a
clear VISION….

Natarajan.

People C. Maheswaran, a traffic policeman, has made two short films — Pinju Manasiley and Ippadikku Police
He played Adhiyaman, the noble king from the Sangam era. His classmate Malar was Avvaiyar. And the drama unfolded at Vellalakundam Panchayat Union School in Salem District. “I was in class V,” remembers C. Maheswaran, who is a traffic policeman at B4 Police Station. “It was my class teacher who pushed me to perform as Adhiyaman, who offers the nellikai, supposed to be an elixir, to Avvaiyar.”
And thus began his exciting journey into the world of stories. Maheswaran has compiled 18 of his short stories in a book titled Pugantha Veetai Purinthukol Magaley. He is also a short-film maker. His first short film Pinju Manasiley was released recently by V. Ponraj (scientific advisor to former president A.P.J. Abdul Kalam).
“In the age of nuclear families, youngsters abandon their parents. The 23-minutePinju Manasiley instils a sense of responsibility and love in children. The thought is inspired by Abdul Kalam’s vision. He says ‘plant saplings, nurture them, and they provide the shade for the future’. It holds true for children too,” says Maheswaran. He moved to Coimbatore in 1994 after he was selected for the Tamil Nadu Special Police and has made the city his home ever since.
Maheswaran’s second short film that is underway is titled Ippadikku Police.Sponsored by Kalvi Siragugal Foundation in Ramanathapuram, the film tackles the hazards of drunken driving. It shows how the dream of a family shatters when it loses the breadwinner to drunken driving.
STAYING UNITED

Rewinding to his school days in Vellalakundam, he says: “My teacher ignited our minds with short stories. Through the stories of ants, pigeons, lions and cows, she taught us about good deeds, gratitude and unity.”
Later, when he moved to Government High School in Mettupatti for his Higher Secondary, he enrolled as a member of Nehru Yuva Kendra (NYK). And, it marked a new beginning in public welfare space and social service activities. “During one of the NYK meetings, it was decided that 50 toilets would be built in every village through a village sanitation programme. I felt so ashamed that my village didn’t even have proper names for the streets. Everything was referred assanthu and ponthu,” he smiles. So he sketched the map of Vellalakundam, approached the village officer with 50 street names — Akbar (for the Muslim locality), Kambar (potters area), Kamarajar (Nadar population), Ambedkar, Kalaignar, and Arignar Anna. “Even today the names continue,” he says with pride. Another milestone in Maheswaran’s life was a cycle rally from Salem to Delhi in 1991 was a milestone. Prime Minister Narasimha Rao had called for the rally which concluded with a youth conference in Delhi represented by 1000 youth from across states. “Even today, it seems like a dream that I participated along with three others from Salem. My parents gave me permission only after I told them that I could get a job with that certificate! We packed medicines, clothes, and cycle repair items and cycled 120 to 130 kms a day. I got the certificate from Mamta Banerjee.”
Every day was new experience at the cycling rally. “We learnt so many languages and different cultures. We spent time at the Taj Mahal, the Jhansi Rani Fort in Gwalior and others during the journey. Once, when we landed up at a police station in naxal territory in Andhra Pradesh, the police rounded us up. They mistook us for naxals! One of the members in the team knew Hindi, and after they learnt about our mission, they saw us off with respect.” All these experiences find their way into his short stories. “I just share whatever I have learnt from society.”
Maheswaran plans to distribute the Pinju Manasiley CDs free in schools. “Every teacher should tell the students to love their grandparents. It will stay in their minds forever. Even if 10 out of every 100 students care for the old, it will make a difference,” he smiles.

WHATEVER YOU GIVE IT TO LIFE , LIFE GIVES YOU BACK….

MORAL OF THE STORY::: WHATEVER YOU GIVE IT TO LIFE , LIFE GIVES IT BACK TO YOU!!!!

PL SHARE WITH YOUR CHILDREN .

Natarajan

A successful business man was growing old and knew it was time to choose a successor to take over the business.

Instead of choosing one of his Directors or his children, he decided to do something different. He called all the young executives in his company together.
He said, ‘It is time for me to step down and choose the next CEO. I have decided to choose one of you.‘ The young executives were shocked, but the boss continued.
‘I am going to give each one of you a SEED today – one very special SEED. I want you to plant the seed, water it, and come back here one year from today with what you have grown from the seed I have given you.

I will then judge the plants that you bring, and the one I choose will be the next CEO.’
One man, named Jim, was there that day and he, like the others, received a seed. He went home and excitedly, told his wife the story. She helped him get a pot, soil and compost and he planted the seed.

Everyday, he would water it and watch to see if it had grown. After about three weeks, some of the other executives began to talk about their seeds and the plants that were beginning to grow.
Jim kept checking his seed, but nothing ever grew. Three weeks, four weeks, five weeks went by, still nothing.
By now, others were talking about their plants, but Jim didn’t have a plant and he felt like a failure.

Six months went by — still nothing in Jim’s pot. He just knew he had killed his seed. Everyone else had trees and tall plants, but he had nothing. Jim didn’t say anything to his colleagues, however. He just kept watering and fertilizing the soil – He so wanted the seed to grow.

A year finally went by and all the young executives of the company brought their plants to the CEO for inspection. Jim told his wife that he wasn’t going to take an empty pot. But she asked him to be honest about what happened. Jim felt sick to his stomach, it was going to be the most embarrassing moment of his life, but he knew his wife was right. He took his empty pot to the board room.

When Jim arrived, he was amazed at the variety of plants grown by the other executives. They were beautiful — in all shapes and sizes. Jim put his empty pot on the floor and many of his colleagues laughed, a few felt sorry for him! When the CEO arrived, he surveyed the room and greeted his young executives.
Jim just tried to hide in the back.

‘My, what great plants, trees, and flowers you have grown,’ said the CEO. ‘Today one of you will be appointed the next CEO!’
All of a sudden, the CEO spotted Jim at the back of the room with his empty pot. He ordered the Financial Director to bring him to the front. Jim was terrified.
He thought, ‘The CEO knows I’m a failure! Maybe he will have me fired!’
When Jim got to the front, the CEO asked him what had happened to his seed – Jim told him the story.

The CEO asked everyone to sit down except Jim. He looked at Jim, and then announced to the young executives, ‘Behold your next Chief Executive Officer!
His name is Jim!’ Jim couldn’t believe it. Jim couldn’t even grow his seed.
‘How could he be the new CEO?’ the others said.
Then the CEO said, ‘One year ago today, I gave everyone in this room a seed. I told you to take the seed, plant it, water it, and bring it back to me today. But I gave you all boiled seeds; they were dead – it was not possible for them to grow.

All of you, except Jim, have brought me trees and plants and flowers. When you found that the seed would not grow, you substituted another seed for the one I gave you. Jim was the only one with the courage and honesty to bring me a pot with my seed in it.
Therefore, he is the one who will be the new Chief Executive Officer!’

KANSAI INTERNATIONAL AIRPORT, JAPAN…ON AN ARTIFICIAL ISLAND

A CLASSIC EXAMPLE OF ” THINK DIFFERENTLY”…. LAND IS NO LONGER A CONSTRAINT FOR AIRPORT CONSTRUCTION!!!!!!

Natarajan

Kansai International Airport, Japan. Built on artificial island offshore

As the world’s population increases at a more-than-healthy rate and the cost of travel decreases, the number of people looking to travel by air is understandably on the rise. With this growing demand comes the need for more airports as existing ones struggle to cope with the millions of passengers passing through on a daily basis.
So what happens when there’s no suitable land to build a new major airport or locals protest the new construction without hesitation due to noise pollution or other environmental implications?
If you travel to Japan in the near future you may witness a solution to these problems, in the form of island airports. At present there are four such constructions in Japan (there are also examples in Hong Kong and Macau), each built on its own artificial island offshore and each backed by the community it serves. The first of these incredible engineering wonders to be built, and the first of its kind in the world, was Kansai International Airport in Osaka Bay. Just to build the 4-kilometre long island called for 21 million cubic metres of landfill plus the assistance of 80 ships, then there was the small matter of connecting the airport to the mainland by way of a 3-kilometre bridge. In total the project has so far cost around $20 billion but has already saved some expense by surviving both an earthquake and a typhoon in the last 15 years, in addition to being open 24 hours a day due to its location.

SUPREME COURT SLAMS STATES FOR ILLEGAL STRUCTURES…SUGGESTS SUITABLE LAW FOR AUTOMATIC DEMOLITION OF ILLEGAL CONSTRUCTION!!!

new delhi: perturbed at the rampant illegal construction activities in the picturesque doon valley and elsewhere in connivance with municipal bodies, the supreme court has issued notice to the union government to consider enacting a law enabling ”automatic” demolition of such unauthorised structures. in a major order, which the experts said was aimed at curbing large scale illegal construction despite a ban on it for protecting environment, a bench comprising justice b n kirpal, justice k g balakrishnan and justice arijit pasayat said, ”it is only if such a law is passed, which some wrong-doers may consider as draconian, that perhaps the malaise may be contained.” while hearing a public interest petition filed in 1995 by the supreme court monitoring committee alleging widespread illegal felling of trees in and around mussoorie, the bench castigated the authorities saying: ”the experience has been that despite notices which are issued for demolition, wherever excess construction or illegal construction has taken place, no demolition in effect is carried out and the wrong-doers continue to take benefit of their wrongful action by occupying and utilising the excess”. the bench considered the fact-finding report of a district judge and said: ”we can also take judicial notice of the fact that the municipal authorities all over the country are unwilling or unable or incapable of stopping illegal construction and or demolishing the same”. it was because of the authorities’ inertia that ”no effective action is taken in this regard, the number of violations of the building plans and the building bye-laws and encroachments are increasing in the country”. the bench also said that the wrong-doers were being emboldened by the fact ”that the law will not catch up with them”…..

THE ABOVE MENTIONED STORY IS FROM TIMES OF INDIA ON JANUARY 10 2002 REPEAT 2002….TAKEN OUT FROM TOI ARCHIEVES!!!!!!!
